Two measures in the same table
Table PIA77 is published by Latvia’s Central Statistical Bureau in the portal’s archive of irregular surveys. It distinguishes mother tongue from language used at home and describes 2022 data.[1]
The choice of measure changes the question. “Speaks Latvian” is too vague for a paraphrase of either result because it could also be read as a claim about language ability.
Who is included?
The table covers people aged 18 to 69. The linked Adult Education Survey methodology defines the target population as usual residents of Latvia in private households and applies that age range from 2022. The results are estimates from a sample survey, not a census count.[1][2]
Keep that population with every percentage. It cannot be relabelled as all residents, all Latvian citizens or everyone of Latvian ancestry abroad.
A four-cell example
Select Latvia as the region, then Latvian and Russian under each of the two measures. The table version updated on 22 September 2025 returns these percentages:[1]
| Language | Mother tongue | Used at home |
|---|---|---|
| Latvian[1] | 64.7% | 63.2% |
| Russian[1] | 37.7% | 34.6% |

Why the percentages need not add to 100
The table says one person may have several mother tongues. The two mother-tongue percentages above total 102.4%, so they must not be presented as mutually exclusive slices of a pie chart.[1]
The home-use columns answer a separate question. Neither measure is a count of an ethnic group. Do not turn a comparison between the two columns into a claim about people abandoning a language; the table alone does not follow individual changes over time.
Reference year, collection and revision
The reference year is 2022. The methodology records collection through online, telephone and face-to-face interviews, continuing into January 2023. The table’s revision date is 22 September 2025.[2][1]
Those dates describe different events. An access date records when a reader retrieved the version; it does not make the data a measurement of language use in 2026.
Retain the selection with the figure
A useful citation should retain the table identifier, language-use measure, language, region, population, unit, reference year, revision date and access date. Save the selected result so the figure can be checked later.
The portal’s API marks this archived table’s “official-statistics” field as false. It is described here as an agency-published survey table, without assigning it a statutory official-statistics status.[1]
